Top Hill Road sidewalk waiver

The owner-builder described severe topography, drainage ditches, and no sidewalks for a mile or more, said the $3,250 fee is a heavy burden for a self-financed build, and asked for the waiver or a payment plan until certificate of occupancy.

The owner-builder argued staff's own findings support the waiver — steep slopes, no existing sidewalks, no future connectivity — and that the $3,250 fee is an unnecessary hardship diverting money from construction.
