Argued requiring a $10,000+ sidewalk for a $20,000 pole barn is an unnecessary hardship, that the industrial corridor is unsafe for pedestrians, and that the sidewalk would end at an 8-foot drop-off.

The business owner explained the proposed sidewalk would start inside his parking lot and that trucks would destroy any sidewalk built across his gravel drive.
